We welcome community involvement and engagement. We would love to have you on board! We are currently looking for volunteers to be Building Advocates; we would like to establish one per building. Building Advocates (BA) will be a means to encourage timeliness and attention and to advocate for the Homeowners’ needs as relates to each BA’s specific Building within the community. The responsibilities of a BA are to listen to neighbors and communicate with the board as needed, as well as to advise the Board of any maintenance issues (either via email or by submitting a service request through the HOA website) or any other items of concern as relates to their Building.

FINANCE COMMITTEE The HOA Finance Committee will provide the Board with financial expertise, opinion, and data that will be helpful for the Board to make decisions regarding the Topsail Reef community. This committee will provide Audit oversight, help prepare the annual budget, create any necessary financial reports, and advise the HOA Board on any financial matters.
SOCIAL COMMITTEE The HOA Social Committee is in charge of planning community events and making sure that homeowners have the opportunity to meet their neighbors. For instance, the committee can host a welcome party to introduce new homeowners to the community. Fixed events such as the holiday party and summer festival may also be organized and scheduled.
ARCHITECTURAL REVIEW & PROJECTS COMMITTEE The HOA Architectural Review Committee is responsible for maintaining the community’s property values. Committee members will review design applications from homeowners and see whether they comply with the architectural guidelines stated in the governing documents. This prevents residents from installing elements that may lower the property values within the community. In addition, committee members will review capital projects to determine feasibility based on scope and cost and participate in oversight of any approved projects.
ADVISORY COMMITTEE The mission of the Advisory Committee is to provide strategic advice and support to assist the Topsail Reef Board of Directors in fulfilling their management responsibilities. This committee will serve as a liaison between the HOA board and the homeowners to help bring forward concerns and ideas that will make the community stronger today and in the future.
BY-LAWS COMMITTEE The mission of the HOA By-laws Committee is to review the current community By-laws and suggest updates in keeping with standard practices, good governance, and applicable State Statutes as it pertains to nonprofit organizations and condo communities. By-laws committee members will work closely with the Advisory committee to ensure revision efforts reflect the needs and desires of the owner community and will present any recommendations in the best interest of the HOA to the Board of Directors
GROUNDS COMMITTEE The HOA Grounds Committee monitors the common grounds of the community. Committee members help ensure that landscaping and common areas are beautiful and well-maintained. The committee ensures that any lawn, garden, or grounds project is in compliance with community rules and regulations. The committee may review bids from landscape vendors and make recommendations to the board on selection. This committee also helps improve the security of the community by ensuring that safety and security standards are being met in common area spaces.
VIOLATIONS COMMITTEE The HOA Violations Committee is a subcommittee of the Grounds committee. This committee assists the board in matters of rule compliance and violations enforcement. The committee monitors the community and enforces violations for homeowners who do not comply with the HOA’s rules and regulations.
